A new global benchmark for sustainable education

When Fife Council set out to transform its secondary education provision, BAM delivered more than just replacement schools: they created the world’s largest Passivhaus educational building and a lasting legacy for future generations. BAM has managed the project across its full lifecycle, from design and construction to post occupancy monitoring and management.

In summer 2019, one of four high schools in the small city of Dunfermline, Woodmill High School, was partially lost to a devastating fire. But Fife Council saw this as an opportunity to think beyond replacement. The ambition was to create a flagship learning campus that would inspire future generations, strengthen community connections and establish a new benchmark for sustainable public buildings.

As a result – working closely with the Council and Hub East Central – BAM delivered a £112 million project that brought together Woodmill High School and St Columba’s RC High School on a single integrated campus, while preserving the distinct identity of each school.

In 2025, the project achieved Passivhaus Classic certification, becoming the UK’s largest certified Passivhaus building, the world’s largest Passivhaus educational building to date, and Scotland’s first certified Passivhaus secondary schools.

But BAM’s input didn’t stop at handover. The facilities management (FM) team is delivering a full range of ‘hard’ services in an initial three-year contract that includes mechanical and electrical system operation and maintenance, grounds maintenance, fire safety systems, asset management and real-time energy monitoring and optimisation.

Designed as a Pathfinder project for the Scottish Futures Trust’s Net Zero Public Sector Buildings Standard, the Dunfermline Learning Campus demonstrates that world-leading environmental performance can be achieved at the scale of a major public education facility, providing a blueprint for the next generation of sustainable schools.

The challenge: pioneering the Passivhaus approach at scale

Fife Council’s vision extended far beyond replacing two secondary schools. The objective was to create an exceptional learning environment that would support educational excellence while significantly reducing operational carbon, lowering long-term running costs and strengthening community connections.

The facility also needed to bring together two independent school communities –each with its own identity, ethos and operational requirements – within a shared environment, to encourage collaboration without compromising either school’s character.

As one of Scotland’s first Pathfinder projects under the Scottish Futures Trust’s Net Zero Public Sector Buildings Standard, the project set out to prove that Passivhaus could successfully be delivered at an unprecedented scale while remaining practical, buildable and commercially viable.

The project forms part of a wider learning campus that also includes Fife College, residential development and community facilities. So BAM had to coordinate construction alongside multiple stakeholders and neighbouring developments while maintaining programme certainty and minimising disruption.

In the operational phase, the FM team has to maintain Passivhaus standards: with strict control over ventilation, thermal performance, airtightness and energy monitoring, all in a busy, live school environment.

The BAM solution: commitment to collaboration and relentless attention to detail

From the earliest stages of design, BAM worked collaboratively with Fife Council, Hub East Central, AHR Architects and Passivhaus certifier WARM to embed Passivhaus principles into every aspect of the project.

Sustainability was never an ‘add-on’. Energy performance influenced every major design decision. Building orientation, form factor, glazing strategy, structural solutions and construction methodology were all carefully considered to minimise operational energy demand while maximising comfort, daylight and long-term performance.

Extensive frame analysis during design development led to a bespoke hybrid structural solution combining precast concrete, cross-laminated timber and structural steel. Each material was chosen for its specific performance characteristics: balancing airtightness, embodied carbon, structural efficiency and buildability to meet the demanding requirements of Passivhaus certification.

Digital collaboration was central throughout delivery and beyond. BIM-enabled design workshops, federated models, virtual reality walkthroughs and coordinated stakeholder reviews allowed teachers, school leaders and project partners to shape the learning environment while resolving technical challenges before construction began.

Construction quality was fundamental to success. Achieving Passivhaus standards demanded exceptional precision in airtightness, insulation continuity and thermal bridge detailing.

Enhanced workforce training, rigorous quality assurance and continuous collaboration with Passivhaus specialists ensured the completed building performed exactly as intended.

The campus was also designed around people. Landscaped courtyards, outdoor learning environments, sensory gardens, extensive sports facilities and flexible shared spaces create an inclusive destination that supports education, wellbeing and community use while preserving the unique identity of both schools.

In the lead-up to handover, the FM team mobilised early for a structured soft-start, ensuring continuity of service, asset verification and early engagement with end users. A ‘digital first’ approach ensured that the vital COBie data was integrated effectively to speed up the deployment of the digital twin for the building.

The results: a lasting legacy that delivers even more than planned

The new school building on Dunfermline Learning Campus has set an international benchmark for sustainable education. It’s recognised as the world’s largest Passivhaus educational building, the UK’s largest certified Passivhaus building and Scotland’s first certified Passivhaus secondary school facility.

The building is also outperforming its original operational ambitions, partly due to the continuous intelligent monitoring by BAM’s FM teams.  

Every 30 minutes, the digital twin and building management system collect data from 150 metering points. By monitoring performance this closely, BAM can assess factors such as temperature and air quality in real time and make continuous changes to improve efficiency and user comfort.

During the first year of operation, energy bills fell by £433,392 (compared with the old school buildings) and energy consumption was down 48%. That’s 20% better than the original energy performance target.

The project has also supported BAM’s wider commitment to delivering social value through local employment opportunities, apprenticeships and engagement with local supply chain partners.

The collaborative approach taken by Fife Council, Hub East Central and BAM has received national recognition through multiple industry awards, reflecting both the quality of the completed facility and the strength of the partnership that delivered it.
