Described by Prime Minister Gordon Brown as a ‘catalyst for transformation’, Building Schools for the Future (BSF) represents unprecedented government investment and commitment to rebuild or renew every secondary school in the country over the next 15 years.
BSF is managed by Partnerships for Schools (PsF), a non-departmental public body, which was established by the Department for Children, Schools and Families (DCFS) to deliver the BSF programme.
BAM Construction, working with BAM PPP and BAM Design, has successfully delivered 33 PFI / BSF schools since 2000. To date, every one has opened on time.
The carefully controlled an focused bidding strategy of BSF and PFI, which operates in Scotland, ensures our resources are available and totally committed at all times to deliver the optimum design solutions and maximise the client's aspirations within their available budget.
Improvement and Efficiency South East (IESE) is a partnership dedicated to helping local authorities and their partners achieve a number of stated efficiency and improvement objectives.
BAM's involvement
BAM Construction assisted in the establishment of processes and procedures for the IESE framework (formerly the SECE framework) based on our collaborative working relationship with Hampshire County Council (HCC).
In 2006, BAM was competitively selected onto this framework with a number of other contractors. Since joining the framework BAM has secured three projects, worth £75m – Crawley Library, Cressex Community School and Stanley Park High School.
Selection process
The IESE selection process is unique. Framework contractors review a long list of opportunities released by HCC and self-score their ability to deliver that project based on criteria such as available resources, current commitments, experience of the specific project type and so on.
The IESE framework contractors participate in collaborative working groups to improve best practice across the framework together with producing real time data on their own projects by way of KPIs and contributing to gateway reviews throughout the design, development and delivery phases.
ProCure21 (P21) is a procurement method, developed by the Department of Health, for publicly funded NHS schemes. Its objective is to provide better healthcare facilities throughout England at the best possible value and on agreed timescales.
BAM is a Principal Supply Chain Partner (PSCP) under P21. This relationship creates the opportunity for us to work as an integrated member of the supply chain thereby achieving a cohesive approach to the delivery of the framework principles at both strategic and project level. In line with P21 philosophy we adhere to industry best practice when delivering all our healthcare facilities.
ProCure21 is currently being used to deliver community hospitals, primary care centres, mental health units and other acute services such as cardiac care and outpatient units. To date, BAM has completed 30 projects under the ProCure21 framework with 25 projects currently under construction.

Similar to ProCure21, Designed for Life (DfL) is a framework committed to the development of long-term strategic partnerships and the promotion of integrated supply chains. The creation of ‘world-class healthcare and social services in a healthy, dynamic country by 2015’ is the framework's stated ambition and one that BAM is proud to help become a reality through the provision of innovative, fit-for-purpose facilities that make a real difference to the people using and working in them.

BAM Construction Ltd has been selected as one of five Principal Supply Chain Partners for the all–Scotland health framework known as Frameworks Scotland, which is designed to deliver publicly funded capital schemes for the NHS in Scotland. The framework has an anticipated value of £0.65bn and will run for an initial period of four years with an option to extend for a further two years.
This appointment consolidates our position as one of only three organisations providing health framework services throughout the UK. To date, our existing relationships in England and Wales have generated over £900m in construction value with projects ranging in size between £5m and £300m.
